It validates the entries but does not send anything yet. Before going live you connect a sending method, which is on the quality assurance list. The reason: which method fits depends on your hosting.
The consent dialogue sits in the centre, locks the background and cannot be bypassed with Escape or a click beside it. Nothing loads before you decide. Fonts and images are local, no request goes to Google, and there is no map, no video and no social network buttons.
